The Tamil Nadu Legislative Assembly is set to pass separate resolutions opposing the Eligibility-cum-Entrance Test (NEET) and the Foreign Contribution (Regulation) Amendment Bill, 2026. Health Minister Ma Subramanian will move a separate resolution urging the Union government to amend relevant central laws to abolish the uniform NEET system for undergraduate medical admissions. The resolution argues that NEET undermines social justice and equality and adversely affects students from rural and socio-economically disadvantaged backgrounds, particularly those educated in Tamil. It also criticises the growing dependence on expensive coaching centres and says the examination has shifted students' focus away from the school curriculum.
Read Full Story The resolution points out that the Tamil Nadu Assembly had unanimously passed the Tamil Nadu Admission to Undergraduate Medical Degree Courses Bill, 2021, seeking exemption from NEET, but the Bill has not received presidential assent. It also cites repeated question paper leaks and irregularities in the examination system, including the cancellation of NEET-UG 2026 and the subsequent re-examination. The resolution says these developments have caused severe mental distress among lakhs of students and eroded public confidence in the examination system. The Assembly will urge the Centre to amend the Medical Commission Act, 2019, the Commission for Indian System of Medicine Act, 2020, the Commission for Homoeopathy Act, 2020, and other relevant laws to discontinue NEET at the national level.
The Tamil Nadu government has proposed that admissions to medical courses in the state be based on Class 12 examination marks. Separately, the School Education, Tamil Development, Information and Publicity Minister will move a resolution opposing the Foreign Contribution (Regulation) Amendment Bill, 2026, in its present form. The resolution expresses concern over provisions that could allow the government to take over, manage, dispose of or sell assets of charitable organisations following the expiry, non-renewal, refusal, cancellation or surrender of FCRA registration. The state Assembly will argue that the provisions could undermine the autonomy of charitable organisations, particularly educational and social welfare institutions run by minorities.
The resolution will urge the Union government to withdraw the Bill in its current form and hold comprehensive consultations with state governments and stakeholders, including charitable, religious, educational, medical and social organisations. It will also call for any amendment to safeguard natural justice, proportionality, property rights, legitimate expectation and federalism while ensuring transparency and accountability in foreign contributions.
