TSR Data Processing Private Limited (TDPL), a Lucknow-based private IT firm, was responsible for conducting JPSC examinations end-to-end starting around 2025. Investigations revealed that TDPL did not participate in a competitive bidding process.

Instead, the firm was directly “nominated" by the commission to handle the high-stakes examination system, according to The Print. THE BLACKLISTED FIRM TDPL has a long history of operational misconduct across multiple Indian states, according to The Print Jharkhand (JSSC): The firm was blacklisted by the Jharkhand Staff Selection Commission (JSSC) for three years starting in May 2025. This penalty was imposed due to gross non-compliance and widespread irregularities during the Combined Graduate Level (CGL) examination held in September 2024, The Hindu reported. Uttar Pradesh & Other States: Investigation records show that TDPL had been previously flagged and blacklisted by authorities in Uttar Pradesh and other states. In fact, the company’s directors had been previously arrested by the UP Special Task Force (STF) for rigging an entrance examination, The Print reported. WHAT THE PROBE REVEALED A probe by the Jharkhand Criminal Investigation Department (CID) exposed that the answer key for the JPSC Preliminary Examination was allegedly shared via WhatsApp with TDPL employees over a month before official results were set to be declared.

Investigators suspect this leak was used to illegally fill in responses on blank OMR sheets left by select candidates, according to reports. The expanding investigation has led to the arrest of several key figures, including TDPL director Ramveer Singh. The CID has arrested TDPL Director Ramveer Singh, Marketing Manager Abhay Tiwari, Accountant Rakshak Singh, and two of the firm’s technical programmers. In the wake of mounting pressure, high-ranking officials including former JPSC Chairman L. Khyiangte and three serving members have resigned from their positions. Following intense hunger strikes and protests by student delegations in Ranchi, the Jharkhand government has agreed to cancel three major examinations, including the 14th JPSC Combined Civil Services Prelims, and handed the financial trail probe over to the Enforcement Directorate (ED).
