(Image: X/@AmitShah) Union Home Minister Amit Shah is set to introduce two key bills in the Lok Sabha on Monday—one seeking to change the name of Kerala to Keralam and another proposing wider financing powers for the Co-operative Development Corporation (NCDC). The two Bills are listed under the government’s legislative business for the day, with the Kerala (Alteration of Name) Bill, 2026 and the Co-operative Development Corporation (Amendment) Bill, 2026 slated for introduction. Kerala To Become ‘Keralam’? The Kerala (Alteration of Name) Bill, 2026 seeks to amend the First Schedule of the Constitution to change the state’s official name from Kerala to Keralam.
The proposal follows a resolution passed by the Kerala legislative assembly seeking the change. The Union Cabinet has already approved the proposal. Since the First Schedule of the Constitution lists the names of India’s states and Union Territories, the proposed change requires an amendment to the Constitution. What Is The NCDC Bill About? The second legislation seeks to significantly widen the scope of the Co-operative Development Corporation, allowing it to finance a broader range of organisations involved in cooperative development. Under the existing framework, NCDC largely provides financial assistance through cooperative societies. The proposed amendments would allow it to extend loans and grants directly to any entity engaged in cooperative development, subject to the provisions of the law. The NCDC would also be allowed, with prior approval of the Centre, to invest in the share capital of such entities. Why Does The Government Want To Expand NCDC’s Powers? The government has argued that India’s cooperative sector has expanded considerably and now involves several organisations beyond traditional cooperative societies. State government agencies, statutory bodies and specialised organisations are involved in areas such as infrastructure, technology, processing, marketing and financial services for cooperatives.
However, because many of these organisations are not registered as cooperative societies, they currently cannot receive NCDC financing directly. The proposed changes are aimed at removing these restrictions and reducing procedural delays. Apart from expanding the entities eligible for financial assistance, the Bill proposes several other changes, including allowing NCDC to provide loans and grants to entities engaged in cooperative development, allowing NCDC to acquire equity in such entities, subject to prior approval from the Centre, expanding the definition of foodstuffs to include additional items notified by the government, removing geographical restrictions on financing industrial goods, allowing NCDC to collect and share credit information with banks and other financial institutions, updating obsolete statutory references, and giving the corporation additional powers considered necessary to carry out its functions. The Bill also provides for safeguards relating to the use of funds, audits and reporting requirements. Once introduced in the Lok Sabha, the two Bills could be taken up for further legislative consideration depending on the business listed for the remaining days of the Monsoon Session.
