The FCRA Amendment Bill, which has faced strong opposition from several parties, does not figure in the government’s listed agenda for Monday. This has triggered speculation over whether the Centre is deliberately slowing down the legislation as it seeks to build political support for the much bigger constitutional exercise linked to delimitation. Parties such as the DMK and NCP(SP) have strongly objected to the FCRA Bill in its current form, while they are being seen as potential supporters of the government’s delimitation proposal. So, is the government holding back the FCRA Bill to keep the door open for a deal on delimitation?

FCRA Vs Delimitation: Why The Two Issues Are Now Linked The government needs a simple majority for the FCRA legislation. But any constitutional amendment connected with delimitation would require a much wider political consensus. This creates a political dilemma for the BJP-led government. Several parties that could potentially support the Centre on delimitation are opposed to the FCRA amendments. Sources in the DMK and NCP(SP) have made clear that they oppose the Bill in its present form, with both parties seeking greater deliberation. The DMK too has raised objections to provisions that it believes could affect minority institutions and NGOs. DMK MP Tiruchi Siva said: “FCRA, we have too many reservations. The minority community, Christian people, have expressed their agony over it, and so we will be insisting that the Bill be referred to a Joint Parliamentary Committee in order to consult the stakeholders and have a proper scrutiny of the Bill. So, in an urgency, it cannot just be pushed and passed because it will have too many repercussions." Why Does Delimitation Matter? The government’s proposed delimitation exercise is politically far more consequential than the FCRA legislation.
