The Directorate of Enforcement (ED) has filed a Prosecution Complaint (PC) against M/s Reliance Infrastructure Limited (RIL), Sateesh Seth and others in connection with a 187-crore money laundering case. The ED filed the complaint on August 8, 2026, under the Prevention of Money Laundering Act (PMLA), 2002, before the Special Court (PMLA), Dwarka District Courts, New Delhi. The prosecution complaint was filed offences under Section 3 and Section 3 read with Section 70, punishable under Section 4 of the PMLA.
Read Full Story The ED launched its investigation based on February 11, 2026, registered by the Economic Offences Wing (EOW), Mumbai. The FIR concerns shell companies allegedly incorporated and operated using forged documents and bank accounts to route funds and outward remittances through fictitious invoices and over-valued diamond imports. According to the ED investigation, an organised scheme diverted public funds from four NHAI-awarded toll-road projects: Trichy-Karur (NH-67), Trichy-Dindigul (NH-45), Salem-Ulundurpet (NH-68) and Jaipur-Reengus (NH-11). The projects received financing through NHAI grants as well as loans from banks and financial institutions.
The ED said approximately 187 crore was siphoned off during September and October 2010 through sham, post-facto or back-dated arrangements for fictitious sub-contracting work. The agency said the money trail moved from RIL or its project-specific Special Purpose Vehicles (SPVs) or EPC contractors to construction contractors and subsequently to shell entities that had no connection with road construction. The ED said the accused subsequently created documents to portray the transfers as genuine project expenditure. The funds were then layered through shell entities and diamond traders.
The ED had provisionally attached assets worth 187 crore in the case on August 3, 2026. The attached assets comprise immovable properties and equity shares of M/s Reliance Power Limited held by RIL, as well as land held by M/s Ksheeraabd Constructions Private Limited. Sateesh Seth was arrested in the ECIR on June 12, 2026, and remains in judicial custody. Ends
