Shivakumar is expected to meet Congress general secretary (organisation) K.C. Venugopal and other senior party leaders on Sunday and Monday. Sources said the consultations are aimed at finalising the allocation of portfolios to newly inducted ministers, with an announcement likely by Monday evening.

The Delhi meetings are also expected to address the remaining issues surrounding the cabinet. The Congress high command is likely to take a final call on the induction of a woman minister into the cabinet after the absence of women in the recent expansion drew criticism from both the opposition and within sections of the party. In addition, discussions are expected on possible changes involving two ministers to ensure a better regional and caste balance in the ministry. The final decision will be taken after consultations with the party leadership in Delhi. The Chief Minister is keen to resolve all pending issues before the Karnataka Legislature’s monsoon session begins on August 13, allowing the government to enter the session with a fully functional cabinet and clearly defined ministerial responsibilities. Speaking to reporters in Bengaluru on Saturday, Shivakumar reiterated that a woman would be inducted into the cabinet.

“There will certainly be a place for a woman in our cabinet. We are committed to giving greater representation to women," he said. Responding to Union Minister Kiren Rijiju’s criticism over the absence of women in the Karnataka cabinet, the Chief Minister said the BJP need not concern itself with Congress affairs. “The Congress framed and passed the Women’s Reservation Bill. We also gave greater representation to women during the Lok Sabha elections in Karnataka. The cabinet expansion issue will be resolved soon. Kiren Rijiju should focus on his own party and government rather than worrying about the Congress," Shivakumar said. When asked about his Delhi visit, the Chief Minister confirmed that he would be travelling to the national capital, indicating that the pending cabinet issues would be discussed with the party leadership. With the high command expected to take the final call over the next two days, Karnataka is likely to have clarity on cabinet portfolios and the remaining ministerial appointments before the Assembly reconvenes later this week.
