The proposed Foreign Contribution (Regulation) Amendment Bill, 2026 has sparked a nationwide debate over the regulation of foreign funding received by NGOs and charitable organisations.
The Centre says the legislation is intended to strengthen transparency, improve oversight and address legal gaps in the existing framework. It has also assured stakeholders that the proposed amendments will not apply retrospectively.
The debate has also brought renewed attention to past FCRA enforcement actions, including those involving Zakir Naik's Islamic Research Foundation (IRF), which previously came under government scrutiny over alleged violations of foreign funding rules.
