A political battle has erupted over the proposed Merchant Discount Rate (MDR) on UPI transactions after the Lok Sabha passed amendments to the Payment and Settlement Systems Act. While the Opposition claims the additional cost will eventually be passed on to consumers, the government maintains that any MDR, if implemented, will be borne only by merchants. Finance Minister Nirmala Sitharaman clarified that the final MDR structure is yet to be decided by the NPCI.
