(PTI Photo/File) A Pakistan-backed terror propaganda platform linked to Lashkar-e-Taiba (LeT) has issued a fresh threat targeting Kashmiri Pandits, including a named community activist, in what intelligence agencies describe as part of a renewed psychological warfare campaign aimed at derailing the rehabilitation of minorities in the Kashmir Valley. The threat, published on August 6 by the terror propaganda portal Kashmir Fight, openly calls for violence against returning Kashmiri Pandits and those advocating their rehabilitation. According to top intelligence sources, the message is part of a broader campaign orchestrated by Pakistan’s Inter-Services Intelligence (ISI) through proxy organisations operating under new identities.

Threat Calls For Violence Against Returning Pandits The document labels Kashmiri Pandits as “snakes" and specifically names activist Rakesh Jyotshi while accusing him and others of attempting to facilitate the community’s return to the Valley. It urges local residents to burn the homes of Kashmiri Pandits, destroy their standing crops, deny them shelter and target them wherever they are found. It further declares that anyone helping members of the community would be treated as an accomplice and “dealt with accordingly." The threat also claims that the terror network has already compiled detailed information on the whereabouts of targeted individuals and returning Pandit families, adding that an “execution plan" would be launched at an appropriate time. ISI Recalibrating Kashmir Strategy Top intelligence sources told CNN-News18 that Pakistan’s ISI has recalibrated its Kashmir strategy by increasingly operating through local-looking proxy organisations such as The Resistance Front (TRF) and Kashmir Freedom Fighters (KFF) in an effort to avoid international scrutiny while continuing to direct terror operations in the Valley.

According to the assessment, TRF—an offshoot of Lashkar-e-Taiba—uses propaganda platforms such as Kashmir Fight to complement physical terror attacks with psychological warfare designed to intimidate minority communities. Cyber Surveillance And Hybrid Militants Being Used Intelligence inputs indicate that ISI-backed cyber cells are actively monitoring social media activity and local media interactions involving representatives of minority communities to identify potential targets. Officials also say terror groups are increasingly relying on local Over Ground Workers (OGWs) to provide precise location coordinates, daily routines and movement patterns of targeted minorities to hybrid militants. These hybrid militants, intelligence agencies say, are unregistered operatives who use untraceable small arms to carry out hit-and-run attacks before blending back into normal civilian life, making detection significantly more difficult. Attempt To Trigger Panic, Undermine Rehabilitation According to intelligence agencies, the latest threats are intended to trigger a fresh wave of fear among PM Package employees and Kashmiri Pandits who have returned or are planning to return to the Valley. Officials assess that the campaign is aimed at reversing rehabilitation initiatives, undermining public confidence, disrupting economic stabilisation efforts and weakening the government’s efforts to restore normalcy in the Union Territory.
