The Centre has reimbursed nearly Rs 5,300 crore to 10 states under Jal Jeevan Mission (JJM) 2.0 in the current financial year and also released Rs 865.87 crore to 13 states through the SNA SPARSH platform to keep the rural drinking water programme on track. The Ministry of Jal Shakti said the reimbursements were made as several states continued work on approved rural water supply schemes with their own resources during the transition from the end of JJM 1.0 to the approval of JJM 2.0. It said this was done to recognise those efforts and maintain implementation momentum. Uttar Pradesh received the highest amount at Rs 2,711.52 crore, followed by Karnataka at Rs 795.74 crore, Maharashtra at Rs 594.44 crore, Rajasthan at Rs 537.72 crore, Odisha at Rs 221.44 crore, Chhattisgarh at Rs 149.50 crore, Kerala at Rs 144.66 crore, Tamil Nadu at Rs 96.52 crore, Andhra Pradesh at Rs 23.25 crore and Madhya Pradesh at Rs 14.10 crore. The Union Cabinet, chaired by Prime Minister Narendra Modi, approved JJM 2.0 on March 10 and extended the mission till December 2028. The ministry said the mission has an outlay of Rs 8.69 lakh crore, including Central assistance of Rs 3.59 lakh crore, to support states and Union Territories in achieving universal and sustainable drinking water coverage.
It said JJM 2.0 "marks a shift from infrastructure creation to assured service delivery through strengthened gram panchayat-led operation and maintenance (O&M) of water supply systems, source sustainability, water quality surveillance, community ownership and digital governance". The ministry said a major reform under the mission is scheme-based payment and release through the SNA SPARSH platform, which allows scheme-level fund release, expenditure tracking and real-time monitoring of financial progress. Under this, Assam received the highest allocation of Rs 669.92 crore, followed by Uttar Pradesh at Rs 90.98 crore, Karnataka at Rs 47.30 crore, West Bengal at Rs 30.45 crore, Andhra Pradesh at Rs 10.58 crore, Tripura at Rs 5.98 crore, Rajasthan and Chhattisgarh at Rs 3.88 crore each, Himachal Pradesh at Rs 2.02 crore, Odisha at Rs 0.51 crore, Jharkhand at Rs 0.35 crore, and Punjab and Tamil Nadu at Rs 0.01 crore each.
The ministry also said Union Jal Shakti Minister CR Patil is holding interaction meetings with Lok Sabha and Rajya Sabha MPs from states to strengthen field-level implementation and help resolve constituency-specific issues. He has so far met MPs from Chhattisgarh, Gujarat, Odisha and West Bengal, while meetings with MPs from Haryana, Uttar Pradesh, Madhya Pradesh and Maharashtra are scheduled this month. Overall, the Centre said the reimbursements and fresh releases are aimed at keeping JJM 2.0 implementation on course as the mission moves towards wider and more reliable rural drinking water coverage.
