The Centre on Monday defended its E20 petrol policy in the Rajya Sabha, saying the Ethanol Blended Petrol (EBP) Programme has been implemented through a phased, scientifically validated and consultative process, and there is no proposal to revert to E0 or E10 fuel. Replying to an unstarred question by AAP MP Sanjay Singh, Minister of State for Petroleum and Natural Gas Suresh Gopi said the E20 rollout was undertaken after consultations with NITI Aayog, automobile manufacturers, Oil Marketing Companies (OMCs), the Automotive Research Association of India (ARAI), the Society of Indian Automobile Manufacturers (SIAM), the Indian Institute of Petroleum (IIP) and other technical institutions.
No Proposal to Bring Back E10 Petrol The government said E20 has been accepted by the automobile industry after extensive testing and scientific validation. It stated that public policy aims to move towards a superior fuel rather than return to what it described as an inferior standard. It also said maintaining separate nationwide supply chains for E0, E10 and E20 petrol across more than one lakh retail outlets would significantly increase logistics, inventory and handling costs. According to the ministry, policy decisions must balance consumer convenience with energy security, environmental sustainability and farmer welfare. Government Says Mileage Depends on Multiple Factors Responding to concerns over fuel efficiency, the ministry said mileage is influenced by several factors, including driving conditions, driving habits and vehicle maintenance. It stated that studies by government agencies and automobile manufacturers found that any reduction in fuel economy in certain E10-designed vehicles is generally limited to about 3-5 per cent. The reply added that E20 offers a higher octane rating, better anti-knock characteristics, cleaner combustion and smoother engine performance.
Claims on Emissions and Vehicle Performance According to the ministry, E20 fuel provides better acceleration, improved ride quality and around 30 per cent lower carbon emissions than E10 fuel. It also said the higher ethanol blend enables cleaner and more complete combustion, resulting in near-zero particulate matter emissions and improved urban air quality. The government further said E15+ blended petrol has been in widespread use for more than three-and-a-half years, while E19-E20 fuel has been used for over two-and-a-half years. It stated that more than 20 crore two-wheelers and over 3 crore petrol cars have been operating on these blends without any verified evidence of widespread engine failure or vehicle breakdown attributable to ethanol blending. The ministry also said manufacturers have not reported abnormal corrosion, wear or reduction in vehicle life due to E20 fuel and continue to honour warranty obligations for vehicles using the fuel. Foreign Exchange Savings The ministry said ethanol blending by public sector Oil Marketing Companies between Ethanol Supply Year (ESY) 2014-15 and ESY 2025-26 (up to June 2026) resulted in foreign exchange savings exceeding ₹1.97 lakh crore.
