An alleged D-Company operative, identified as Huzaifa, was arrested on Wednesday as part of an ongoing investigation into suspected links between the Mumbai underworld and Pakistan’s Inter-Services Intelligence (ISI). Sources said Huzaifa is believed to be a close associate of Munna Jhingada, a key D-Company figure alleged to be operating from Pakistan. His arrest followed a series of raids conducted by central agencies across Mumbai late on Tuesday night. Investigators are now questioning Huzaifa to ascertain the extent of the alleged recruitment network in Maharashtra and to determine whether local youths were being drawn into D-Company activities at the behest of handlers based in Karachi. Agencies are also probing the nature of instructions and potential targets that may have been communicated through Munna Jhingada.

Who Is Munna Jhingada? Munna Jhingada, alias Syed Mudassar Hussain, is an alleged Mumbai underworld operative with long-standing ties to fugitive gangster Dawood Ibrahim and his close aide Chhota Shakeel. Security agencies have previously identified him as a senior D-Company operative whose name has surfaced in several criminal, terror and espionage-related investigations. Investigators suspect the module was linked to Pakistan-based handlers and allege that Jhingada played a key role in coordinating activities from abroad. ISI-Mumbai Underworld Links Under Scanner The ongoing crackdown comes more than a month after Indian agencies secured the return of Mohammad Salim Dola, a senior aide of Dawood Ibrahim, from Turkey. Dola, who had been on the run since 2020, was detained by Turkish authorities during a coordinated operation in Istanbul’s Beylikduzu area.

Following his arrest, he was placed in deportation proceedings and subsequently brought to India, marking a major success for law enforcement agencies pursuing members of the transnational crime network. Dawood’s ISI connection Dawood Ibrahim, the fugitive gangster wanted in connection with the 1993 Mumbai serial blasts, has for decades been accused by Indian agencies of maintaining close links with Pakistan’s Inter-Services Intelligence (ISI). Investigators have alleged that Dawood and his network played a key role in facilitating the smuggling of arms, explosives and operatives involved in the coordinated bombings that killed hundreds and shook Mumbai. The attacks are widely regarded as one of the deadliest acts of terrorism in India’s history. Indian authorities have consistently maintained that Dawood has been residing in Karachi under official protection, despite repeated denials from Pakistan. His criminal empire, known as D-Company, has remained under scrutiny for its alleged involvement in organised crime, terror financing and cross-border operations. The international spotlight on Dawood intensified in 2003 when the United States designated him a Specially Designated Global Terrorist.

At the time, US authorities alleged that D-Company had forged a close operational relationship with the ISI and maintained links with terrorist organisations, including Lashkar-e-Taiba and al-Qaeda.
