The Indian Space Promotion and Authorisation Centre (IN-SPACe) has issued new guidelines governing the planned re-entry of space objects, making authorisation mandatory for Indian entities undertaking such activities and prescribing safety norms for private space companies. The new framework, titled ‘Norms, Guidelines and Procedures for Implementation of Indian Space Policy-2023 in respect of Authorisation for Undertaking Planned Re-entry of Space Objects’, was issued on July 23 and made public on Wednesday.

Authorisation Mandatory For Planned Re-Entry Under the guidelines, any Indian entity planning the re-entry of a space object, whether within or outside Indian territory, must obtain authorisation from IN-SPACe, the single-window agency for all space-sector activities undertaken by private entities. The guidelines also state that non-Indian entities intending to undertake the planned re-entry of a space object within Indian territory can seek IN-SPACe authorisation only through an Indian incorporated entity. Private Companies Must Meet Safety Requirements According to the new norms, private space companies must ensure that the casualty risk from any planned space object re-entry remains below one in 10,000. The guidelines also state that companies will carry out re-entry activities at their own risk and must not expose the Government of India to any liability.

To cover potential risks, companies are required to obtain adequate insurance, including mandatory third-party liability insurance, if prescribed by IN-SPACe at the time of authorisation. Disclosure Of Re-Entry Plans Required The guidelines require companies to declare their intention to undertake a planned re-entry while seeking authorisation, if such an activity is envisaged. If a company decides to carry out a planned re-entry after the launch without having declared it earlier, it must apply for authorisation at least six months before undertaking the manoeuvre.
