(PTI Photo) Delhi is set to get property cards for every piece of real estate in the capital, with the government preparing a citywide rollout after completing SVAMITVA property cards for 30 of the capital’s 48 rural villages in the first phase, based on GIS survey data under the Centre’s scheme. The cards give property owners a clear digital record of ownership, aimed at reducing land-related disputes.

Building on this, the Delhi government is now preparing to extend a “property Aadhaar card" system across the entire capital — covering both rural and urban areas — through a special assembly session that will table the Delhi Land Record Bill, 2026. What Will The New Bill Do? The bill will mandate a survey of the whole of Delhi, spanning rural and urban zones alike, to create a digital record for every property in the city. The government claims this will help cut down property disputes and reduce the burden of related court cases. What Exactly Are Lal Dora Areas, And Why Does This Matter For Them? Lal Dora areas — village habitation zones marked in red ink in revenue records, used for both agricultural and non-agricultural purposes with certain construction restrictions — have long lacked systematic, authenticated property records, Chief Minister Rekha Gupta said.

The SVAMITVA push is meant to resolve this decades-old gap. How Will The Smart Property Cards Work? Each SVAMITVA PVC card, conforming to UIDAI standards, will carry a Property Identification Number, issue date, village and district details, occupant and family information, land area breakup, and a Bhu-Aadhar number. What Is The SVAMITVA Scheme, And How Far Has The Survey Progressed? SVAMITVA — Survey of Villages and Mapping with Improvised Technology in Village Areas — combines aerial drone surveys by the Survey of India with on-ground verification by revenue officials. So far, 12,232 properties have been surveyed, of which 8,423 (nearly 69%) are dispute-free, with all surveyed properties in South and North West districts fully resolved.
