India's Digital Push Goes Global: 24 Nations Embrace India Stack, UPI, DigiLocker Published By, Last Updated: July 30, 2026, 09:32 IST The Ministry of Electronics and Information Technology (MeitY) informed the Lok Sabha that India has signed implementation agreements with Kenya and Cuba to deploy DigiLocker. India signed an implementation framework agreement and a non-disclosure agreement with Kenya for rolling out DigiLocker. India is rapidly expanding the global footprint of its homegrown digital public infrastructure (DPI), with 24 countries signing agreements to adopt key platforms such as DigiLocker and UPI, as New Delhi positions its digital governance model as a blueprint for the Global South. The Ministry of Electronics and Information Technology (MeitY) informed the Lok Sabha that India has signed implementation agreements with Kenya and Cuba to deploy DigiLocker.
Under the agreements, India signed an implementation framework agreement and a non-disclosure agreement with Kenya for rolling out DigiLocker while development of a foundational DigiLocker platform has already begun in Cuba. The agreements cover capacity building, technical assistance, knowledge sharing, expert consultations, pilot projects and feasibility studies aimed at helping partner nations build secure digital governance systems. Besides Kenya and Cuba, India has signed digital cooperation agreements with Colombia, Sri Lanka, Brazil, Maldives, Mongolia, Seychelles, Armenia, Fiji, Venezuela, Ethiopia and Tanzania, among others. Discussions are also underway with Laos, Guyana and several other countries for the possible adoption of Indian platforms such as e-Sanjeevani, e-Office and e-Hospital. India’s overseas digital push is centred on India Stack- the suite of interoperable digital platforms that powers services ranging from digital identity and payments to paperless document verification and online public service delivery.
The government’s flagship digital payments platform, Unified Payments Interface (UPI), is also expanding internationally. UPI merchant payments are now available in Bhutan, France, Mauritius, Nepal, Qatar, Singapore, Sri Lanka, the UAE and Cambodia, with Cambodia becoming the latest addition in June 2026. Cross-border person-to-person UPI transfers are operational with Singapore, Nepal and Greece. Nepal launched cross-border remittance services in June, while Greece activated the payment link in May this year. To support wider adoption, the Centre has approved a Social Impact Fund that will provide financial and technical assistance for pilot deployments of India’s digital public infrastructure in low- and middle-income countries. India has also stepped up international capacity-building efforts. Under the Indian Technical and Economic Cooperation (ITEC) programme, the country hosted a specialised course on digital public infrastructure for a Cuban delegation in December 2025.
