Tamil Nadu Chief Minister Vijay has written to Prime Minister Narendra Modi after the Centre told Parliament that the Supreme Court's 2018 judgment does not expressly require Karnataka to obtain Tamil Nadu's consent before constructing a new structure across the Cauvery.
