Uttar Pradesh is positioning itself as a serious contender in India's startup landscape through its Startup Policy 2020, which builds on the startup-related provisions of the state's earlier UP IT & Startup Policies of 2016 and 2017-22. The policy outlines an ambitious roadmap to strengthen the state's innovation ecosystem by supporting startups, expanding the incubation infrastructure, and encouraging entrepreneurship across Uttar Pradesh. VISION TO BECOME A TOP STARTUP STATE Read Full Story The Startup Policy 2020 aims to place Uttar Pradesh among the top three states in Startup India's States' Startup Ranking. As part of this vision, the government plans to establish or support at least one incubator in every district while creating an ecosystem capable of supporting more than 10,000 startups. The policy also targets the establishment of 100 incubators across the state, including India's largest incubator in Lucknow.
It further seeks to develop a minimum of one million square feet of incubation and acceleration space and set up eight state-of-the-art Centres of Excellence (CoEs) to promote innovation and entrepreneurship. FINANCIAL SUPPORT ACROSS THE STARTUP LIFECYCLE The policy provides financial assistance at multiple stages of a startup's journey, beginning from the idea stage. Under the early-stage support framework, eligible startups can receive a sustenance allowance of Rs 17,500 per month for up to one year. The benefit is available for startups at the idea stage and is capped at 25 startups per incubator annually. To help entrepreneurs develop a Minimum Viable Product (MVP), the policy offers a prototype grant of up to Rs 5 lakh. Startups can also receive seed capital or marketing assistance of up to Rs 7.5 lakh to launch their MVP in the market, with the same annual cap of 25 startups per incubator.
The policy also supports intellectual property creation by reimbursing up to Rs 2 lakh for Indian patent filings and up to Rs 10 lakh for international patent filings. In addition, startups can claim reimbursement of up to Rs 50,000 for participating in national events and up to Rs 1 lakh for international events. ADDITIONAL INCENTIVES FOR INCLUSION, REGIONAL DEVELOPMENT The Startup Policy 2020 provides additional financial incentives to promote inclusive entrepreneurship and balanced regional development. Startups with women, transgender, or Divyangjan co-founders holding more than 26% equity are eligible for an additional 50% incentive on both the sustenance allowance and seed capital. The same additional 50% incentive is available to startups registered or operating in Purvanchal or Bundelkhand, as well as startups with co-founders belonging to the Economically Weaker Sections (EWS). SUPPORT FOR INCUBATORS The policy also focusses on strengthening incubators that support emerging startups.
