(PTI) As DK Shivakumar prepares to take oath as Karnataka’s new Chief Minister on Wednesday, replacing Siddaramaiah, attention has already shifted to a key question: who will oversee Bengaluru’s development agenda in the new government? The debate centres on whether Shivakumar will continue to hold charge of the Bengaluru Development portfolio or hand it over to another minister. The issue has assumed significance because Shivakumar has been closely associated with Bengaluru’s development plans and governance reforms over the past three years. Will Shivakumar retain the urban development portfolio? According to reports, Shivakumar is keen to retain the Bengaluru Development portfolio even after becoming Chief Minister. However, there is reportedly strong resistance from some Congress ministers from Bengaluru, who believe the department requires a full-time minister focused exclusively on the city’s challenges. DK or KJ George or Ramalinga Reddy? At the same time, the names of several senior leaders are being discussed as possible contenders for the post. Among them are Ramalinga Reddy, KJ George and Krishna Byre Gowda.
KJ George has also handled the ministry in the past. The final decision is expected to be closely watched as it could shape the direction of Bengaluru’s development agenda in the coming years. Urban development closely linked to Shivakumar For many within the Congress, Shivakumar’s political identity has become closely connected with Bengaluru. A party worker said Shivakumar had invested considerable political capital in the city and had personally driven several major projects. A party worker said that Shivakumar has initiated several big ticket projects, and it is to his credit that he saw through the restructuring of the city’s governance into multiple corporations and the Greater Bengaluru Authority (GBA). Therefore, DKS will try his best to keep charge of Bengaluru himself. Even if another minister is appointed, many believe Shivakumar’s influence over Bengaluru’s development plans will remain intact. A former minister hinted that as a Chief Minister, Shivakumar would automatically become chairman of the Greater Bengaluru Authority and continue to play a major role in policy decisions. He highlighted how over the past three years, Shivakumar has set the agenda for Bengaluru and even started key big ticket projects like tunnel roads, Peripheral Ring Road, etc. With Shivakumar as Chief Minister, there will be no deviation from this agenda. So, whether he will hold charge of Bengaluru development or not won’t matter much.
‘Brand Bengaluru’ vision Three years ago, Shivakumar invited citizens to contribute ideas for his ‘Brand Bengaluru’ vision. The response was significant, with nearly 70,000 suggestions received. He spoke about large-scale projects aimed at transforming the city, including tunnel roads to ease traffic congestion, double-decker flyovers to improve mobility and a skydeck designed to become a new landmark. As minister, he also oversaw key agencies including the Greater Bengaluru Authority, Bengaluru Development Authority, Bengaluru Water Supply and Sewerage Board, Bengaluru Metropolitan Region Development Authority and Bengaluru Metro Rail Corporation Limited. Among his most significant initiatives was the creation of the Greater Bengaluru Authority framework and the proposal to divide Bengaluru into multiple corporations as part of a major governance overhaul. Supporters believe Shivakumar’s elevation to the Chief Minister’s post could help accelerate decision-making and improve coordination between multiple civic agencies. Many also feel that projects already in the pipeline could receive renewed momentum. A retired government official said there is no other politician who understands the value of Bengaluru than Shivakumar. He expressed hope that things could get better for the state capital with Shivakumar as CM. Bengaluru infra woes Despite being India’s technology capital and home to thousands of startups and global firms, Bengaluru is grappling with a deep infrastructure crisis.
Residents face worsening traffic congestion, pothole-ridden roads, recurring flooding, mounting garbage, delayed metro projects and inadequate public transport. The city’s road network has struggled to keep pace with rapid growth, while poor coordination between multiple civic agencies has led to repeated road digging and project delays. Industries have warned that infrastructure shortcomings are affecting business operations, with some considering shifting to neighbouring states. The crisis has raised concerns about Bengaluru’s ability to sustain its growth and global reputation.
