Uttar Pradesh BJP MLA Rajeshwar Singh has proposed setting up a dedicated 'Youth Advisory Council' at the state and national levels to bring Gen Z directly into public policy decisions. In a four-page letter sent on Tuesday to Chief Minister Yogi Adityanath and Union Education Minister Pralhad Joshi, Singh said the move would help bridge the generational divide in governance. The proposal covers areas such as artificial intelligence, competitive examination reforms, startups and education. It comes after student-led protests across the country over the NEET-UG 2026 paper leak case, which led to the resignation of former Union education minister Dharmendra Pradhan. Read Full Story Singh, a former Enforcement Directorate officer and MLA from Lucknow's Sarojini Nagar seat, said the proposed body could work on the lines of the advisory council of experts to the prime minister.
He said its members would act as policymakers on issues including youth employment, education, artificial intelligence, competitive examinations and the digital economy. "The next phase of governance should empower young people not merely as beneficiaries of government programmes but as active partners in shaping public policy," the letter stated. "The proposed council will enable youth to share their ideas, aspirations and experiences become an integral part of policymaking," Singh said. He said the rapid changes driven by AI, technological disruption, competitive examinations, changing labour markets, entrepreneurship, mental health challenges and the digital economy require governments to stay in continuous touch with young citizens instead of relying on occasional consultations. Singh suggested that members between 18 and 35 years should be chosen through a transparent process.
He said the council should include students and young people who have prepared for UPSC and UPPSC exams, top performers in IIT-JEE and NEET, students and alumni of IITs, IIMs, AIIMS and NLUs, people linked to other leading global universities, young scientists, researchers, entrepreneurs, innovators, sportspersons, farmers and representatives from aspirational districts, with at least 40 per cent representation for women. He also said the council could submit regular 'Youth Pulse Reports' to policymakers with evidence-based recommendations on employment, education, recruitment reforms, skill development, startups, mental health, sports, digital safety and AI. "The greatest strength of any developed nation is its young people. Governments become more responsive, innovative, and future-ready when youths are treated not merely as beneficiaries but as partners in policymaking, and participatory governance is one of the strongest foundations of a vibrant democracy," the MLA said.
