During protests on July 20 over the NEET paper leak, violent clashes broke out near Parliament between marchers and police, resulting in injuries that appeared consistent with pellet guns. Although Delhi Police initially denied using pellet guns, Safdarjung Hospital medical records documented 26 small round wounds on an injured journalist. Following political allegations and an internal verification process by the Rapid Action Force, former Intelligence Bureau Special Director Yashvardhan Azad approached the Supreme Court seeking a ban on pellet guns for crowd control.
Meanwhile, a general diary entry accessed from Parliament Street Police Station recorded that the Rapid Action Force fired two rounds from an anti-riot gun on directions from Delhi Police during the clashes. The issue brings attention to non-lethal weapon guidelines established by a 2016 Ministry of Home Affairs expert panel, alongside Sections 148 and 149 of the Bharatiya Nagarik Suraksha Sanhita 2023, which regulate the permissible level of force used to disperse unlawful assemblies.
