In a letter addressed to the OIC Secretary-General, the committee alleged that recent security operations by Pakistani authorities had resulted in civilian casualties, excessive use of force and widespread restrictions on civil liberties.

The JKJAAC claimed that internet shutdowns and communication blackouts imposed during the operations had disrupted access to essential services and created severe humanitarian concerns. It also alleged shortages of food and infant supplies in several affected areas. The protest body further alleged arbitrary arrests, enforced disappearances and delays in handing over the bodies of those killed to their families. It also claimed that security personnel carried out raids on homes, causing damage to private property, and raised concerns over the absence of female officers during searches, calling it a violation of privacy and dignity. In its appeal, the committee said peaceful protests had been stifled through restrictions on democratic participation and civic space.

It alleged that the Pakistan government had failed to honour commitments made during earlier negotiations, fuelling public frustration in the region. The JKJAAC urged the OIC to facilitate dialogue between the authorities and protest leaders, press for transparency regarding detainees and missing persons, and support an independent review of the situation by international organisations, including the United Nations and Amnesty International. The committee said it was seeking the restoration of civic space and public confidence in Pakistan-occupied Kashmir, while calling for greater accountability and protection of fundamental rights.
