Union minister Jitendra Singh is expected to introduce the Bill, while Education Minister Pralhad Joshi is likely to intervene during the discussion to defend the government’s legislative response to the crisis. Among its key provisions are • Increasing the maximum punishment for organised paper leak offences to 10 years’ imprisonment. • Raising the maximum fine for organised cheating rackets to Rs 10 crore. • Expanding the definition of unfair means to cover emerging digital methods of cheating and exam manipulation. • Introducing stricter accountability for institutions, examination authorities and service providers found complicit in leaks or malpractice. • Strengthening investigation and prosecution mechanisms to dismantle organised cheating syndicates. The Bill comes amid sustained protests by students and opposition parties over recurring examination leaks, with the government arguing that tougher penalties are needed to protect the integrity of public recruitment and entrance examinations. With young MPs expected to dominate the discussion, Monday’s debate is likely to be as much about reassuring millions of aspirants as it is about scoring political points over one of the country’s most contentious issues.
