CNN-News18 had earlier reported how the ‘blacklisting’ clause was removed from the original August 2025 tender, months before the contract was awarded to the firm. The CBSE, however, said even if the clause is not a part of the corrigendum, the board reserves its power to blacklist it.
WHAT ACTION CAN THE FIRM FACE? Sources listed the action that the ministry could take 1. Penalties: CBSE sources confirmed that the board is actively processing heavy financial fines against Coempt for contractual violations, specifically regarding the 5,000+ blurred scans and structural mi ups. 2. Blacklisting and moratorium: If “gross negligence" or tender manipulation is formally proven, the ministry can permanently blacklist the firm from all central government contracts. The board maintains it has the power even though the final corrigendum removed the blacklist clause from the contract. This essentially signals a legal battle. 3. Non-renewal of contract: The board has been urged not to extend or renew Coempt’s contract for future examination cycles or expand the OSM system to other subjects, said sources. WHAT CBSE, FIRM SAY CBSE and government representatives have stated that the contract was awarded scrupulously via the Central Public Procurement Portal under General Financial Rules (GFR), where Coempt emerged as the lowest qualified bidder (L1).
Representatives close to the company have maintained that the platform performed as intended and labeled the glitches as isolated incidents affecting a minuscule fraction of the total volume. THE FIASCO The CBSE On-Screen Marking (OSM) controversy erupted after thousands of Class 12 students reported drastic discrepancies in their results following the board’s rollout of a digital evaluation system. Students alleged missing pages, blurry scanned answer sheets, unchecked answers, and mismatched handwriting. Public anger surged when it was revealed that the contracted tech vendor, Coempt Eduteck, previously Globarena Technologies, had a highly controversial past involving allegations of result fiascos in other state exams.
