A panel of experts gathered to discuss the Public Examinations Prevention of Unfair Means Amendment Bill 2026, scheduled for tabling in Parliament. The discussion focused on whether escalating penalties, including heavier fines and extended jail terms, can effectively deter organized examination malpractices. Professor Badrinarayan noted that while the proposed legislation establishes provisions to safeguard question papers from origin to destination, success hinges on state-level implementation.
Kapil Gupta highlighted structural flaws within the Testing Agency, pointing out that an agency generating 900 crore rupees in application fees operates with only 24 permanent staff members, stating, 'I don't think bill is enough. There has to be significant work done on NTA side.' Professor C.B. Sharma argued that punitive measures alone cannot fix a broken system without complete restructuring of testing bodies and establishing an independent regulatory authority.
Panelists also debated whether education should remain on the concurrent list or revert to the central list to prevent political friction between state and central governments during national public examinations.
