'Don't Believe In Reading History, Believe In Creating It': Karnataka CM DK Shivakumar At Rising Bharat Summit Published By, Last Updated: July 24, 2026, 15:55 IST Highlighting Bengaluru's strengths, Shivakumar described the city as India's leading destination for talent and quality education. Karnataka CM DK Shivakumar at Rising Bharat Summit Karnataka Chief Minister DK Shivakumar on Friday said he believes in “creating history" rather than merely reading or writing it, as he outlined his vision for Karnataka’s growth and South India’s contribution to the country’s development at the Rising Bharat Summit. Addressing the summit during a special session titled “The Southern Growth Engine: Policy, Enterprise & Progress," Shivakumar said, “I don’t believe in reading or writing history..I believe in creating history." The Congress leader made the remark while speaking about governance, innovation and Karnataka’s ambitions to remain at the forefront of India’s economic growth.

Pitching Karnataka as India’s talent capital, Shivakumar said no other state could match its skilled workforce. “Talent hub, 250 engineering colleges in Karnataka. And more than a lakh engineer and medical professionals come from Karnataka. No other state can match this," he said. Highlighting Bengaluru’s education ecosystem, he claimed the city remains India’s premier destination for quality education. “Bengaluru is the only place for safe, culture and quality education. Thirty-six per cent international schools in the country are in Bengaluru," Shivakumar said. Speaking about the state’s technology ambitions, the Karnataka Chief Minister also announced plans to establish an Artificial Intelligence university. “Industries wanted to come here..we have a knowledge power..I am coming with a AI university for the first time," he said, adding that Karnataka’s knowledge ecosystem continues to attract investments. Shivakumar also stressed that Karnataka’s development should not be viewed as a competition with other states or cities.

“This is a city with potential of talent, weather, primary education etc. Greatest talent from country starts from Bengaluru and Karnataka. Not here to compete with Indian cities. We are a team," he said. The Congress leader further underlined South India’s contribution to the country’s economy, saying, “Rising Bharat is done from south, it cannot come from north." He added, “India is been shining from the South India." His remarks came during a discussion focused on Karnataka’s growth strategy, infrastructure development, investment outlook and the role of southern states in driving India’s next phase of economic expansion. The Rising Bharat Summit brought together political leaders, policymakers and industry leaders to deliberate on governance, economic growth and the country’s development roadmap.
