The Hyderabad Police have invoked the Preventive Detention (PD) Act against a notorious rowdy sheeter with 15 criminal cases registered against him, citing his repeated involvement in violent offences despite being granted bail and subjected to earlier preventive measures. The PD order, issued by Hyderabad Police Commissioner V.C. Sajjanar, was executed by the Chilakalguda police on Tuesday (July 21, 2026) against Bojja Bhagyaraj, a habitual offender and rowdy sheeter from the Chilakalguda police station limits. Police said he is currently under judicial remand.
According to the police, Bhagyaraj has been booked in 15 criminal cases across the Hyderabad and Malkajgiri commissionerates. The cases include charges of attempt to murder, rioting, causing grievous hurt, criminal intimidation and offences under the Protection of Children from Sexual Offences (POCSO) Act. Officials said he had earlier been detained twice under the Preventive Detention Act. They added that he had also been bound over under Section 128 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) to maintain good behaviour, but allegedly violated the conditions and continued to commit serious offences.
Police said Bhagyaraj is an accused in three attempt to murder cases registered at the Chilakalguda police station in 2025 and 2026. Despite securing conditional bail in two cases, he breached the bail conditions and was involved in further criminal activities. Citing his continued criminal conduct, repeated violation of bail conditions and the threat he allegedly posed to public order, the commissionerate invoked the Preventive Detention Act to prevent him from engaging in further offences. The police said the proposal for the detention order was prepared by the Chilakalguda police and implemented under the supervision of senior officers of the Secunderabad zone.
Reiterating its zero-tolerance policy against habitual offenders, the Hyderabad Police warned that stringent action, including preventive detention, would continue to be taken against rowdy sheeters and other anti-social elements found disturbing public peace.
