Small businesses won a major legal victory when the Supreme Court struck down President Trump’s IEEPA tariffs, but getting the money back has become its own fight. The government collected about $166 billion from more than 330,000 importers, and while refunds are now flowing, companies say the damage – from cash-flow strain, to price hikes, to inventory cuts – may not be fully reversible.
