(Image: PTI/File) TMC Rajya Sabha MP Derek O’Brien on Sunday wrote a letter to Prime Minister Narendra Modi, urging him to convene an all-party meeting to discuss the proposed Delimitation and the Foreign Contribution (Regulation) Amendment (FCRA) bills, ahead of the Monsoon Session of Parliament. In his letter, O’Brien raised concerns over what he described as the government’s “draconian" approach towards both legislations and accused the Centre of undermining parliamentary conventions. O’Brien Flags Absence Of Delimitation Bill In Bulletin Referring to the proposed delimitation exercise, the TMC leader said that no legislation related to the issue had been included in the parliamentary bulletin listing government business for the Monsoon Session. However, he expressed apprehension that the government could still introduce such a bill without adequate consultation. “Any legislation related to delimitation has not been included in the parliamentary bulletin listing government business to be taken up during the upcoming Monsoon Session of Parliament," he wrote.

Concerns Over Delimitation Move O’Brien cited the passage of the Jammu and Kashmir Reorganisation Bill in 2019 as an example, alleging that the government had previously bypassed established parliamentary procedures. Stressing that delimitation concerns “the very structure of India’s polity, and the future of our democracy", he urged the Union government to avoid introducing such a crucial piece of legislation through “cloak and dagger tactics". The Rajya Sabha MP also referred to the Constitution (131st Amendment) Bill, the Union Territories Laws (Amendment) Bill and the Delimitation Bill, which were introduced in the Lok Sabha in April 2026. He noted that the proposed constitutional amendment had failed to secure the required two-thirds majority in Parliament. “The Union government must refrain from using cloak and dagger tactics while introducing such a vital piece of legislation. It is important to note that the Union introduced The Constitution (131st) Amendment Bill, along with The Union Territories Laws (Amendment) Bill, and The Delimitation Bill on 16 April 2026 in Lok Sabha. On 17 April, the Bill failed to get the two-third majority, and was negatived," the letter read. On the FCRA Bill, O’Brien argued that the proposed legislation could weaken institutions working in the fields of education and healthcare, particularly those serving marginalised communities.
