AI-generated image used for representation In a bid to foster discipline, ensure equality and improve academic standards, Uttar Pradesh Governor Anandiben Patel has directed the implementation of a mandatory uniform system for students across all state universities and colleges. The directive was issued on Wednesday during a review meeting at Jan Bhavan, where the Governor held a detailed assessment of government and aided colleges affiliated to Jananayak Chandrashekhar University, Ballia. The review covered academic performance, administrative functioning, infrastructure and arrangements related to student welfare. According to a press statement from the Raj Bhavan, the Governor expressed serious concern over various deficiencies found in the colleges. She instructed government and departmental officers, along with the university’s Vice-Chancellor, to conduct regular inspections of all institutions and to immediately rectify any shortcomings. Patel laid special emphasis on improving hostel facilities in women’s colleges and ensuring the safety and proper guidance of female students. She said that young women must be given the right direction so they can live a safe and dignified life, free from the influence of anti-social elements. The Governor directed that committees be formed in all universities and colleges where both female and male students can openly raise their problems and receive prompt resolutions. Issuing strict instructions to teachers, she said that no teacher should engage in any activity that undermines the dignity and glory of a guru. She called for special attention to the overall development of students, stressing that teachers must attend classes on time and that regular, time-bound attendance of students should be ensured. Reiterating the need for a uniform system, the Governor said that all universities and colleges must implement a standard dress code for students. She also pushed for the introduction of various vocational courses aimed at making female students employable and self-reliant. Among the courses she specifically mentioned were beautician training, mehndi, GST, bindi manufacturing, accountancy and millet-based food preparation, so that female students can secure employment or self-employment opportunities. She added that successful programmes in other universities and colleges should be studied and adapted to implement such initiatives on a larger scale. Calling for a thorough understanding of the Education Policy, Patel said students should be given freedom in subject selection, with a focus on providing multi-tasking and multi-dimensional knowledge. Besides their main subjects, she said students should also acquire skills in yoga, painting and other areas to enhance their employability. The Governor directed institutions to link students with project-based learning and provide them with technical knowledge. She said curricula should be aligned with positions that are in high demand in various companies. Regular workshops on different subjects should be organised, and students should be connected with informative programmes being run in other colleges, she added. Highlighting infrastructure gaps, Patel said colleges with unsatisfactory facilities should explore working under the Public-Private Partnership (PPP) model used in Gujarat to improve quality, and efforts should be made to implement this model in Uttar Pradesh as well. She also called for greater promotion of sports activities and urged institutions to link students with the Khelo India campaign. The Governor further directed all colleges to ensure maximum utilisation of the ‘INFLIBNET’ and ‘One Nation One Subscription’ schemes so that students have easy access to national and international books, research papers and academic material, thereby encouraging a culture of research and study. Emphasising the importance of ‘UP Pramanan’ (UP Certification), she instructed all colleges to prepare their Detailed Project Reports (DPRs) and submit them to the government. This, she said, would help accelerate efforts to upgrade the quality, infrastructure and academic systems of higher education institutions across the state.
